On December 2, the General Meeting was called to order by President John Kranz at 10:010 am in the Manteca City Hall Council Chambers. John thanked Willie Weatherford for making the arrangements for the use of the Council Chambers.

 

Board members present were: Region 1 Kranz, Knee, Henning         Region 2                 Region 3 Neaterous, Wagner, Scherer

Members present: Approximately 50 members representing 37 teams.

 

Treasurer’s report shows a balance of $3,301.19 as of 12/2/06.

 

By Law Change: Article V, Section 5, Paragraph (1) Amend to read: “not later than the 3rd weekend of December”.

                Amendment unanimously passed by the membership.

 

Rule Changes   (Changes underlined)

10. The strike zone mat will be used in all games. Pitches striking the mat or home plate are strikes. The mat should be 17” wide                  by 32” long. The arc of the pitch must be 6-12 feet and delivered from a pitching box 24 inches wide and 6 feet long measured     from the pitching plate going back towards second base. Effect: the ball is released 50-56 feet from home plate.

13. Base runners must touch all bases and only when advancing they’re permitted to over-run second and third base without fear of being retired. If the base runner makes an obvious motion to advance, he is subject to being tagged out. If a base runner runs thru then wants to advance, they must re-touch the base before advancing. (Appeal play for re-touch) Violation results in the runner being called out.

14. Base runners must avoid collisions with the fielders or be at the risk of being called out. A runner will not be called out for missing the base to avoid a collision, if in the judgment of the umpire the runner would have been safe if they had taken a normal path to the base.

15. (2nd sentence was deleted) 2nd ors are ahead by 10-14 runs  if he had taken a normal path to the base.eing called out.  6ntatives. ould be covered by tourn Home team will be determined before each game by a toss of a coin between team representatives.  Exceptions are rules 5 & 19. If requested, teams will exchange line-up cards. Flip flop rule will be used at the top of the last inning when the visitors are ahead by 15 or more runs. It is optional if visitors are ahead by 10-14 runs and agreed to by both managers. The visitors become the home team.

22. The age a player attains on ones birthday that year will be the age for the entire calendar year.               

25. Tournament directors will have a cut-off date at least 10 days prior to the start of their tournament. Brackets must be approved by their Region Representative.  Schedules must be out at least 7 days in advance.  Entry fees and the NCSSA approved rosters must be in by the cut-off date. The most recent NCSSA roster is the official roster for that tournament.

Rule changes that members submitted and not seen above did not receive the necessary number of votes to pass. Other ideas that were submitted would have either involved a by-law change or are covered in the instructions to Tournament Directors.

               

NCSSA Championship Tournament: Board apologizes for the delay on the jackets, but Baden is working on getting them to us.

The majority of the membership present would like to have NO ADD-ONS allowed for our annual championship tournament.

 

Web Site NCSSA: Total number of visits to date is 37,999. Bob Strand did another great job this year.
